beam installation fails (inside the virtual env, while installing numpy), it needs some debugging, also using the existing code implies doing some modifications as default pyhon version is now 3.9

Issues in this lab. Getting error. Tried 4 times with fresh start, but unable to complete. Error: This error originates from a subprocess, and is likely not a problem with pip.
