After setting the lab executing region to N Virginia US-EAST-1 as requested Successfully created table but encountered other errors: User: arn:aws:sts::861736190157:federated-user/normand is not authorized to perform: SNS:CreateTopic on resource: arn:aws:sns:us-east-1:861736190157:dynamodb (Service: AmazonSNS; Status Code: 403; Error Code: AuthorizationError; Request ID: 5d9b99a3-5239-5961-99e9-c8fd66dc32f1) but was able to continue the lab successfully.
