Please stop putting all instructions into Notebooks. That's convenient for course authors, but hard for students. Especially when notebooks don't spin up, ruining the entire lab: Failed to create notebook - does not have enough resources available to fulfill the request. Try a different zone, or try again later.: Something went wrong. Sorry about that.

Feature Store creation fails with 403 permission denied on project. REGION & BUCKET_NAME are not consistently used in the code. What if I can't get a Jupyter Lab instance in us-central1?? I have to make sure I correct it everywhere it is hardcoded, why have REGION env then???
