Errors with python environment

Fatal errors: !pip install don't work correctly. Many changes needed. Firstly we need to load the movielens.data csv file stored in cloud storage, load it locally and initilialze the MovielensPyenvironment with it. I cannot find any files in CS in this session/instance. It won't accept the https. Can't proceed.
