The sentence in the first paragraph is a bit confusing "If you provide your own encryption keys, Compute Engine uses your key to protect the Google-generated keys used to encrypt and decrypt your data.". It gives the impression that Google theoretically can retrieve the encrypted data even if the user-supplied key is missing (Nothing tells that Google generated keys are not stored by Google).
