Unable to acquire any of the pip3 packages. Error: externally-managed-environment. I deleted the service account and bigquery instance and remade both with the correct permissions and roles. The issue persists.

some of the commands need to be updated as i was getting error when trying to install python packages, i had to go around via venv student-02-e299963ae546@bigquery-instance:~$ sudo pip3 install --upgrade google-cloud-bigquery error: externally-managed-environment × This environment is externally managed ╰─> To install Python packages system-wide, try apt install python3-xyz, where xyz is the package you are trying to install.
