After updating the debug mask, the instructions say "In Cloud Shell, if the SSH connection has closed, open an SSH connection to your test VM". This implies it's optional to start a new connection. Since my SSH connection had NOT closed, I used the existing one but the debug mask was not applied. I had to exit the old connection and start a new one to see the debug mask work.
