I'm not sure what was happening, but in Task 8: Error Handling, I was able to successfully add the RF, and run the commands in Cloud Shell to test if the 404 fault was raised. I got the 404 /users not found error, yet the 'Check my progress' button did not return successful despite my deploy on eval going out and the 'Test 404 conditional flow' steps working and matching expected outputs.
