There were some issues due to UI changes in the management console. You mention using US Standard when creating the S3 container, but in reality you need to set that to the region identified in step 6. I believe my screens defaulted to that when I clicked the create button. I'm not sure if I looked close enough, but I found upload from the 'Actions' menu and did not see/notice a 'tab'.
