"Amazon EC2 Linux instances are charged per-second This means that you can scale-out the servers when there is a lot of activity, then scale-in to reduce costs when less capacity is required" and "From a billing perspective, it costs no more if the instance is scaled down after three minutes than if it is allowed to run for 59 minutes."
