unabel to create database in the only location that is enabled for creating SQL instance for me it was us-central1. But as per the course it says we have to use us-west8. No such option. So unable to create DB in any of the location or in the only location where it is allowed. This needs to be fixed to to proceed further. The us-central1 is the onlyt option that is enabled for me and not us-west8. Tried with both UI and cli but it is not working.
