Policy Error this time. Have to restart because I left the Cloud SQL Enterprise Plus option. Then it kept giving the error. Failed even before the previous error point. Fails to connect to instance: ERROR 2061 (HY000): Authentication plugin 'caching_sha2_password' reported error: Authentication requires secure connection.
