I think the whole PROJECT_ID env var and gcloud config set project business is unnecessary. Cloud Shell has GOOGLE_CLOUD_PROJECT set already and there is always a warning about the default project name ("use gcloud config set project ...") being printed on when Cloud Shell is opened.
