Indicated region for Cloudsql instance was not available

Task 5 (Create a Cloud SQL instance) is broken. The instructions say to select us-west8 as the region and us-west8-b as the Primary Zone, but us-west8 does not exist as an available region in the Cloud SQL "Create instance" region/zone dropdowns — it's not a real GCP region (GCP's us-west regions only go up to us-west4). This makes it impossible to complete the step as written. Please fix the lab to reference a valid, actually available GCP region/zone.
