Could not scale up to 8 tasks. The max it would go is 5 because there were only 5 instances. Each container is bound to port 80. Since the port was already in use, the remaining 3 containers could not start. What I did instead was create my own ALB and dynamically map the host ports. This allows more than one container on each EC2 instance. The ALB is smart enough to figure out what port you're using. So with the ALB I was able to spin up all 8 containers.
