The tutorial seems old, there is no US Standard region, also there is no option to set global list permissions in the ACL of a bucket.

Seems that the console has changed a bit. US Standard is no longer a region option and the List permission is no longer available in the new S3 console.

this uses the old S3 UI, the "list" permission doesn't exist for everyone anymore

A few of the instructions weren't quite correct. Wrong names. Some of the instructions didn't work e.g. you can't use the names you're told to and "US Standard" doesn't exist. For a complete novice it was tricky
