The extra research bit at the end led to a dead end. I suspect the reason you can't get instance data from the public Elastic IP address is that it is a public address and not the private address, but that wasn't confirmed by the page linked to from the lab.

I apparently have more to learn about Windows servers but the lab was great. One thing that it reinforced for me is that doing anything with Windows is harder than doing the same thing with Linux.
