The VPC itself didn't open where as all other services like EC2, S3, ELB are opening.....unable to even create a VPC......

Windows server 2008 R2 instances (both Bastion and SQL server) had LT keyboard layout by default. It was frustrating at first. Luckily EN was available to switch to.
