Error: Startup of the worker pool in zone us-central1-c failed to bring up any of the desired 1 workers.

tried running the dataflow job as instructed but it kept giving me an error that there were not enough resources in that zone. Changed the zone to us-east1, the job completed successfully but the lab cannot see that it was all done to give me the points

ZONE_RESOURCE_POOL_EXHAUSTED: Instance 'javahelpjob-06010922-2hvi-harness-816d' creation failed: The zone 'projects/qwiklabs-gcp-01-0ed93dd502c7/zones/us-central1-b' does not have enough resources available to fulfill the request. Try a different zone, or try again later.
