Dataflow Job fails several times to start. Quota exceeded error, why not have unlimited quota?

This did not bring the lab participant through a course of action, rather the participant copies and pastes and is then asked to read some code and consider things. This is poor compared to other labs. Also the final DataFlowRunner option takes16.5 mintues to run, but takes 20 seconds locally - error somewhere?

This did not bring the lab participant through a course of action, rather the participant copies and pastes and is then asked to read some code and consider things. This is poor compared to other labs. Also the final DataFlowRunner option did not finish in time - does it finish?
