Colud'nt create cluster because of below error. Resource exhausted (HTTP 429): ZONE_RESOURCE_POOL_EXHAUSTED

Unable to create Dataproc cluster in us-east-, due to consistent no resource availability. Successfully created Dataproc cluster in other region/zone to make sure steps were being followed correctly, but because not in us-east-1, so can't move forward in the lab. Tried a few times with same result, now can't do the lab again, due to "Sorry, your quota has been exceeded for this lab". VERY FRUSTRATING!!!

I have almost completed the Google cloud PDE exam course given in the Certification journey program. Just one lab is left and I am facing problems while doing it. I would really appreciate it if you could help me here. So, the second lab 'PDE Prep: Cloud Dataproc Cluster Operations and Maintenance' requires the creation of a Dataproc cluster. I am creating that cluster with exactly the same configurations mentioned but after creation, it is going into an Error state. There is no error message displayed and I have no clue why it is happening. I tried it many times, even with different browsers but it is not working.
