Cloud SQL instructions say to look for the "Create instance" button, but that button is at top of the page, and the actual button now called "Create custom instance" button is in the middle. For VM, even though startup script was added to automation, /var/www directory did not exist until manually stopping and starting the VM. This caused its external IP to change and the need for the db web front end network to be edited. Also got a warning that gsutil is no longer recommended for changing storage file permissions.
