Google Cloud Fundamentals: Getting Started with Cloud Storage and Cloud SQL Reviews

There was a problem with the VM instance: the apache server didn't start and there was no /var/www/html folder. I created the VM twice with the same result.

startup-scripts are not working because in order to download the packages we need root permissions so it only works including sudo in each command
