If you cant do task 4 verification just do the following: 1. Create Migration with the exact same steps 2. Name it postgresql-cloudsql it works.

I have to say that the last but one step cant be completed: ERROR: (gcloud.sql.connect) HTTPError 404: The Cloud SQL instance does not exist.
