Step 3.2 (gcloud ai-platform jobs submit training $JOB_ID \...) returned a CalledProcessError saying that it cannot write to the bucket. I had to manually add Storage Legacy Bucket Writer role to the service account in question. After that, step 3.2 has been carried out successfully.
