europe-west2-c did not have the resources to build the Windows vm, and therefor I received only 10 points for the lab instead of 15

Step 2 would not work with Europe West 2 Zone. Error: ZONE_RESOURCE_POOL_EXHAUSTED I could preform the task on another zone but it could not give credit for it!
