THis is a really interesting learning resource, but I fail to see why it's part of the learning material for the Database certification - it is very unusual that a DBA would be expected (or even authorised) to perform these operations, and in fact the whole notion of deploying databases to a dedicated VPC goes against all the Google best practice I'm aware of - much more appropriate to employ network tags to protect the DB resources, and even create an organisation policy to prevent public IPs, forcing the use of IAP and NAT for external connectivity where authorised.
