AI Notebooks steps have changed, the bottom link uses default subnet which took quite some time to figure out. Finally top link to create new notebook worked.

Notebook does not work unless you use latest version of Oracle Instant client (in lab files is set to ver 19, had to upgrade the Tensorflow engine and install version 24).
