You have an issue with cloud storage path. In BigQuery you have to provided path without "gs://" prefix. I spent a lot of time on this.

Need to remove "gs://" from the bucket path (use "cloud-training/gcpfci/access_log.csv") to get through. Please update the instruction otheriwse every one will be stuck.
