The first time I got the message: Migrate from standalone MySQL to Cloud SQL. The second time I set the same ZONE like VM instance and Job name of the migration, such as required Destination Instance ID. Then it worked. I think more information is needed what is wrong or the introductory instruction should be more precise.

Next time please indicate that the desination instance Id should also be the migration job id. I ended up asking to have my quota reset because of this detail.
