I could not create a VM in us-east-b region. I tried multiple times, every time it said there is not sufficient resource in the said region

cannot allocate resources in task 4 steps 1-2: when creating VM instance based on machine e2-micro in us-east1-b/c/d zone(according to the lab instructions) you immediately get an error ZONE_RESOURCE_POOL_EXHAUSTED(description: A e2-micro machine type is unavailable in zone us-east1-b. Try again later or change zone or machine type).

VM wouldn't provision at the end. 'not enough resources'. org provision monitoring script is broken.
