It seems the Apigee is moved to Cloud Console. So instruction and UI doesn't really match and it's taking too much time to debug and find. Will try again if anything missed.

Not allowing me to create an Apigee Organization saying I do not have permissions to the project provided. apigee.google.com is outside of Google Console, so taking my personal account rather than student account. This could be a probable issue.
