There are missing dependencies in the environment set for the notebook that are needed to run it (i.e. google-cloud-aiplatform)

cannot import libraries, I guess it has a problem with region setting, I couldnt build workbench as well error was shown subnet is not suited even the guide said I should set with us-central1
