Stackdriver is finicky and unresponsive at times. Several refreshes until it worked properly.

1. can's scale out since there is 8 VM instances limit on the student account 2. i was trying to be a little more aggressive, so I ran the ab test with 1,000,000 time, what happened is I got disconnected from cloud shell, also removing the firewall policy 8080 doesn't trigger the stackdriver alert, few minutes after i removed the 8080 firewall rule, stackdriver uptime detection still shows green, no sure why, frontend LB is accessible from my browser.
