Triggered the alert policy. The lab states 5 seconds for alert but then later on states 8000ms. Can't pass the final validation but everything worked.

I believe the steps in Task 1 may be incorrect? When I attempt to run "gcloud app create --region=us-central" It states that I lack the IAM permissions required to successfully run this command.
