This lab is not working for me, I am not able to create app engine latency

I could not complete the lab because deploying the app from App Engine with the provided process does not work: the link leads to a bad gateway 502 error. Besides, running the app from the console in the first part returns the following import error "mportError: cannot import name 'url_quote' from 'werkzeug.urls' (/usr/local/lib/python3.9/dist-packages/werkzeug/urls.py)". Finally, even though I successfully create the alert with in monitoring the check for the creation of the alert fails.
