I got a lot of the way through, but the final stages failed as the logging agent install appears to require a service account with permissions that are not automatically added. This is what was reported in the journalctl output for the failed google-fluentd service on the VM. The CPU usage metrics showed up, though.

The second agent failed to start. This was caused by google-flutend failing to start. As far as I can tell, this is the relevant error message: Starting google-fluentd 1.8.4: /opt/google-fluentd/embedded/lib/ruby/ge ms/2.6.0/gems/googleauth-0.9.0/lib/googleauth/compute_engine.rb:98:in `block in fetch_access_token': Error code 404 trying to get security access token (Signet::AuthorizationError)
