I got a lot of the way through, but the final stages failed as the logging agent install appears to require a service account with permissions that are not automatically added. This is what was reported in the journalctl output for the failed google-fluentd service on the VM. The CPU usage metrics showed up, though.

The second agent failed to start. This was caused by google-flutend failing to start.
