us-central1 does not appear to allocate workers. I switched to us-south1 which appeared to do something, but I ran out of time and it probably failed because I changed Beam versions as a first fix.

us-central1 was failing due to not available resources, I thought I was the problem, when I figured that out, it was too late, I spent too much time troubleshooting something that should just work, when I switched from us-central1 to us-east1 it worked on the first try.
