the labs were working fine on weekends as soon as the weekdays start it started running out of resources

Another quota issue. Startup of the worker pool in europe-west1 failed to bring up any of the desired 1 workers. This is likely a quota issue or a Compute Engine stockout. The service will retry.

The lab wouldnt allow you to check the progress and continue intill you explicitly enable the notebooks API through cloud shell: gcloud services enable notebooks.googleapis.com Note: The Google Console is already showing the API as enabled but you still need to enable it through cloud shell. Weird.
