It is having a bug in this step - Start a JupyterLab Notebook Instance. Though all steps correctly done as given in the guidance note, but it is still not allowing to proceed. Lost 2 chances.. Coursera team too unable to help.

This lab while fun must explain the dataset, what does the decile represent and the significance of it's numeric value. Without the above information the user won't be able to determine the practical use of their analysis
