Open Jupyter failed repeatedly, restarting, hopefully, glitch. second attempt: lab still doesn't complete. chat had queue of 65+ ppl 3rd fail, same place.. can't complete course until this succeeds. 4th & 5th attempt in Chrome also fails. Finally fixed 10/02/2020

Failed - I think this lab may need a review, potentially some steps missing e.g. Enabling AI Platform and AI Notebooks APIs. I couldn't work around the issues from a cloud shell unfortunately.
