BigQuery in JupyterLab on Vertex AI Reviews

Please remove the instruction to enable the API. This Lab only works and sees the Jupyter Notebook (to pass checkpoint 1) if you don't enable it.

Third time, instructions followed. The check for the Notebook is broken. The notebook exists, but says I haven't completed the step. But the later BigQuery query in that Notebook works fine, step passed. Please fix, I can't complete module without this.

This one is a very bad lab. need to fix some steps: enabling notebook apis seems wrong. also encounter with permission to bigquery.jobs.create when running in JupiterLab.
