Suggestions: For GCP in 2023, I think you use Project ID, not project number. For IAM, it's no longer "New" it's "Grant Access" for "To create a dataset, click Create dataset (Create dataset icon)." might want to clarify as there's a visible "Create Dataset with SQL" button at the top. Also, there's a process that has to complete at this step. It's quick but you should wait for it.
