Cloud SQL create instances does not appear unless an instance already exist, otherwise it's another page, so the create instance does not really matches what is visible on the website. Also the sql create for sandbox is crazy long (15min) versus 5min for production, so it seems stuck and we do not see any progress log, so we don't know if there is an issue.

Couple of details on instructions. VM coudn't actually install apache2 and php because script misses permissions. I had to run it afterwards using sudo. Also, as HTTPS traffic is not allowed, attention needs to be taken to prove the web server explicitly writing http://
