google-cloud/trace-agent ERROR TraceWriter#publish: Received error with status code 403 while publishing traces to cloudtrace.googleapis.com: Error: Your application is authenticating by using local Application Default Credentials. The cloudtrace.googleapis.com API requires a quota project, which is not set by default.
