I think the course is not up to date as the debugger will be deprecated in march 31. Also the prepare_incomplete environment doesn't prepare the env variables and doesn't create the cloud storage for the app to be able to work. When we arrive on the error reporting in the console there is only a screen saying (configure the error reporting) maybe because the appengine wasn't created.
