Your new load balancer (web-lb) is not yet configured. To complete the initial set up add a global forwarding rule and configure at least one backend service. Created instance task 2 but the service account permission to create the instance isn't allowed. unable to modify the user to have permission to use the service account. Unable to modify resource manager. couldn't figure it out.
