There must be something wrong with the 'web-template' template creation. It doesn't work via the Cloud Shell. metadata/startup-script must have some typos with backslash escaping. Also, there are two contradicting machine size options: --machine-type=n1-standard-4 vs. --machine-type=n1-standard-1
