One thing I noticed when I logged in,, the directions don't tell you to make sure you are looking at the project in the console. It might help some to add that blurb, that when you log in and are looking at IAM for example, to make sure you have the project selected in the drop down.

Even after completing the steps successfully, it says you have not completed this step yet and try again.
